Description
The NHSS 12D – Low Speed Roads qualification equips learners with the knowledge and practical understanding required to safely implement and manage temporary traffic management on urban and rural roads with speed limits of 40mph and below. Learners develop competency in the use of passive and positive traffic control methods, road closures, diversions, and safe working practices in accordance with Chapter 8 and National Highways Sector Scheme requirements.
This nationally recognised qualification provides the foundation for becoming a Registered Traffic Management Operative (RTMO) and is essential for anyone involved in temporary traffic management activities on low-speed roads throughout the UK.
The course covers:
- Health and Safety legislation and duties of traffic management operatives
- Risk Assessments and Method Statements (RAMS)
- Relevant legislation, codes of practice, and Chapter 8 requirements
- Principles of temporary traffic management on roads with speed limits of 40mph and below
- Mobile and short-duration works
- Passive traffic control methods:
- Give and Take systems
- Priority working systems
- Positive traffic control methods:
- Stop and Go systems
- Portable Traffic Signals
- Road closures and diversion routes
- Works at roundabouts and junctions
- Equipment requirements, vehicle checks, and legal obligations when placing signs and equipment on the highway
- Conducting work site surveys and implementing safe systems of work
- Centre-based assessments and practical competence requirements.

Duration
- Typically 1 day of classroom training and assessment
- Followed by a minimum of three practical assessments completed within a two-year period to achieve full RTMO status (M1/M2).
Entry Requirements
Candidates will normally require:
- A valid Temporary Traffic Management Basic Course (TTMBC) qualification
OR
- Entry through an employer's NHSS training pathway.
